'Plan to Cover Net, e-Media in Indecent Representation Act'

The Women and Child Ministry is planning to make changes in the Indecent Representation of Women (Prohibition) Act, 1986 to include electronic media and internet under its purview.

At present the legislation only includes depiction of women in publications, WCD secretary Prem Narain told reporters at an interaction here.

"We are also thinking of raising the penalties mentioned in the Act, to make them more contemporary," the WCD secretary said, adding that a proposal in this regard may be in the coming days forwarded to the Cabinet for its consideration.

In addition, the Ministry is also considering certain important changes in the Dowry Prohibition Act, 1961.

Narain gave details of important amendments in the dowry act that were under consideration.

There was a suggestion that the Act should be lenient on those who have to give dowry and harsher on those who demand it as dowry is given under pressure in many cases, he said.

Another suggestion was that all the items or valuables given in dowry should be returned to a woman's parents or children in the event of her death.

He said there was also recommendation under consideration which would allow a victimised woman to file case not just at the place where the offence is committed but also where she permanently or temporarily resides.

"It has been suggested that the rules which allowed filing of a dowry at the place of offence at times acts as a deterrent for victims to come forward," Narain told reporters.

Narain also said the WCD Ministry's flagship scheme Integrated Child Development Scheme (ICDS) was going to be restructured and it would be now run in a 'mission' mode.

Narain said a new structure would be created to run the ICDS in mission mode and a National Strategy Group would be formed which would coordinate with state strategy groups.

He said the infrastructure development for helping fight malnutrition was an area in which work would be done in the coming years.

The number of 'aanganwadis' would be increased and several of them would be provided funds to construct buildings, he said.

The WCD Ministry may also start creches for children thorough some relevant organisations, Narain said. At present the Ministry presently provides money to Central Social Welfare Board and Indian Council for Child Welfare to run creches.

The WCD secretary said that in recent consultations between the Centre and the states, it had emerged that there was a need to set up more working women hostels and the Ministry was planning to open one hostel in every district in the country.

Narain was also asked by reporters to comment on WCD Minister Krishna Tirath's remarks about allocating a certain portion of husband's income to housewife.

He said the Minister had written a letter to the Ministry of Statistics and Programme Implementation for devising a process through which the value of work done by women at home can be monetised.
