NAGPUR: Several new components like stress on irrigation in dry-land areas, price stabilization fund, bringing landless farmers in pale of institutional finance through NABARD for working on leased lands, allowing MGNREGA in farm work have won bouquets for finance minister Arun Jaitley from farm activists.

"Move to set up a national market for farm produce, micro irrigation and watershed schemes in drought-prone regions, crop loan facilities to landless farmers as well as initiatives to increase warehousing and rural connectivity are welcome," said Vidarbha Jan Andolan Samiti (VJAS) chief Kishore Tiwari.

Economist Shrinivas Khandewale finds provisioning for rural development inadequate. "There seems to be an emphasis on development through FDI, NRI and PPP routes. This is risky and uncertain as these agencies are driven by profit motives and cannot ensure time-bound development," he said. Pointing out that the budget failed to specify plans to fight the impending drought, he said like the earlier governments, the finance minister seemed to have heard views of only captains of industry and not that of consumers, workers or farmers' organizations.

Farm activist Vijay Jawandhia said Rs 1000 crore for the new irrigation programme in rain-fed areas and Rs 500 crore for price stabilization were knee-jerk responses. "Modi government is mocking at the farmers by providing such meagre funding," he said. "I am sure none of the measures announced in the budget will make any difference to the farmers in Vidarbha. They will continue to find suicide more attractive than farming," said the farm leader.

Ranjit Deshmukh, agriculture minister in Congress government in Maharashtra, said Modi government's first budget announcements fell short of expectations. "Modi had, during his election campaign, promised higher incomes for farmers. But inadequate support prices and silence on that issue in the budget proposals show he has been fooling the people," said Deshmukh.

"A 24-hour TV channel dedicated to agriculture, stress on new technology, soil tests, organic farming is all fine. But overall the Union budget is totally disappointing for farmers. In a country where over 60% population depends of agriculture but not even 1% of GDP is spent on them, you can expect nothing but suicide by farmers," said Ram Nevle of Shetkari Sanghatana. "Modi has shown dreams to people. But the first budget by his government shows he has no intention of fulfilling those dreams," said Sulekha Kumbhare of Republican Ekta Manch.
