15 CBI sleuths to probe Assam riots-Pankaj Sarma

Guwahati: A 15-member CBI team, led by deputy inspectors-general of police Anurag Garg and Arun Bothra, will probe the Assam violence.

Besides Garg, DIG from CBI special crime zone (I), and Bothra, DIG from the CBI special crime zone (II), the team has two superintendents of police and 11 officers of subordinate ranks.

An official source today said the CBI team had set up office at the Bongaigaon Refinery & Petrochemicals Ltd complex at Dhaligaon in Chirang district, from where they will conduct investigations into seven cases related to the riots in the Bodoland Territorial Areas District and Dhubri district.

The CBI has taken up the cases, which were earlier registered by Assam police, on the state government’s request and after requisite notifications were issued by the Centre. Four of the cases were registered in Kokrajhar district, two in Chirang and one in Dhubri. The CBI registered the cases on August 10.

The source said the CBI would identify the masterminds of the riots that left 77 dead and find out whether any external force was involved “since rumours are rife that the violence could be part of a political conspiracy hatched by detractors of chief minister Tarun Gogoi to destabilise his government”.

The CBI has requested the state government for ground-level officers from Assam police to assist it since it will simultaneously investigate seven cases.

“Though the Assam government has agreed to their request, an official order is yet to be issued,” the source said.

A senior officer of the CBI’s anti-corruption branch in Guwahati, Hiren Chandra Nath, is liasing with the state government.

On August 10, a two-member CBI scout team, comprising special director (Guwahati zone) K. Saleem Ali and DIG Satish Golcha, had visited the violence-affected areas of Kokrajhar district.

They visited Magurmari, where suspended constable Mohibur Islam alias Ratul and All Assam Minority Students Union leader Siddique Ali were shot at on July 19, and Joypur Namapara, where four Bodo youths were killed on July 20, sparking off the riots.

They also visited Karigaon, where two bodies were recovered from the Champamati river, and Raniguli, where three persons were killed and two injured in the riots.

On August 9, the scout team had met Assam chief secretary N.K. Das, director-general of police J.N. Choudhury, additional director-general of police (special branch) Khagen Sarma and other state government officials.

The team’s aim was to get first-hand information about the situation for registration of CBI cases.

The source said of the 4,88,921 inmates of relief camps, 1,93,069 people have returned to their homes.
