17,340 dropouts in Dakshina Kannada, survey finds

Norms for selection of Ashraya scheme beneficiaries relaxed

As many as 17,340 children in the age group of six to 18 plus are out of school in Dakshina Kannada, according to the latest survey by the Government. (All those who are yet to complete their 19th birthday are termed 18 plus).

The survey was conducted from January 5 to 8, covering 4.16 lakh families in the district.

This fact came to light at a meeting to review development projects here on Thursday. It was presided over by president of the Dakshina Kannada Zilla Panchayat K. Santhosh Kumar Bhandary.

N. Shivaprakash, Deputy Project Coordinator, Sarva Shiksha Abhiyan, told the meeting that of the 17,340 dropouts, 692 children were in the age group of six to 14 plus. The remaining 16,648 children were in the age group of 15 to 18 plus.

Mr. Shivaprakash said that the dropouts comprised 8,934 boys and 8,406 girls.

Chief Executive Officer (CEO) of the panchayat P. Shivashankar said that the number of dropouts in the six to 14 age group stood at 149 according to a survey conducted in December 2008. He wanted to know how this number had jumped to 692 in just a year’s time.

Mr. Shivaprakash said that the latest survey had taken into account only those children who had been admitted to schools but had not attended classes continuously for more than three months. The latest survey had taken into account those not admitted to schools also.

It was found during the survey that a majority of the children had quit school at the high school and pre-university levels. A comprehensive report with reasons for children dropping out of school would be prepared in a month’s time, he said.

The CEO said that the Government had recently relaxed norms for selecting beneficiaries of the Ashraya scheme. Accordingly, even a woman’s application could be considered for granting houses if she could produce the copy of the RTC (record of tenancy and crops) registered in her husband’s name. Earlier, the Ashraya committee used to consider only the applications of RTC-holders.

Mr. Shivashankar said that following the relaxation in norms, the Government had extended the last date to receive applications under this scheme till February 28.

An official of the Department of Food and Civil Supplies told the meeting that now each family possessing above the poverty line (APL) ration cards could also purchase 5 kg of rice and 10 kg of wheat a month from fair price depots. The price of rice had been fixed at Rs. 16.35 a kg and wheat at Rs. 11.65 a kg, he said.
