20 KL Free Water Scheme in Delhi Hangs in Balance

New Delhi: The future of the flagship scheme providing 20 kilolitres of water to households announced by the former chief Minister Arvind Kejriwal hangs in balance as the Delhi Jal Board is yet to receive the final confirmation for provision of subsidy of Rs 165 Crore for 2014-2015 from Delhi government.

"The Board was informed that on the matter pertaining to the provision of subsidy of Rs 165 Crore for the financial year 2014-2015, by the Delhi Government, in respect of the 20 Kl free water scheme, the final confirmation for provision of subsidy has not been received from the Delhi Government, as yet.

"Therefore, it has been directed by the Board to seek confirmation from the Delhi Government on the issue of providing the subsidy," a press statement issued by DJB said today.

Further, in order to provide sewerage facilities under the Nilothi Wastewater Treatment Plant Catchment area, the Board approved the work of laying of a 700 mm diameter to 1100 mm diameter RCC trunk sewer pipeline on the Nangloi-Najafgarh road.

"After the completion of the project the sewerage from unsewered areas under the command of Nilothi WWTP will be collected at Nilothi Sewage Pumping Station (SPS) for further treatment at the Nilothi WWTP, thereby, contributing to the abatement of pollution in the Yamuna," the statement said.

The above schemes were approved by the Board in today's meeting chaired by Urban Development Secretary Rajender Kumar which aim at improving the operational efficiency of the DJB by replacing and renovating old infrastructure and improving environmental conditions in the city by extending sewerage to unsewered areas.

In the 115th Board meeting of the DJB, annual budget (interim) of Rs 3,928.40 crore was passed by The Delhi Jal Board for the financial year 2014-2015.

Out of the annual budget(Interim), a plan budget of Rs 1724.87 Crore has been earmarked which consists of loans and grants-in-aid from the government of NCT of Delhi, funding from the Central Government schemes such as the Jawaharlal Nehru Urban Renewal Mission (JnNURM) and the Yamuna Action Plan (YAP) and externally-aided projects under JICA.

The non-plan budget of INR 2,203.53 Crore will account for establishment costs such as salary, pension etc and electricity costs and property tax.

The vote-on-account passed by Parliament had ignored the consideration of subsidies announced by the previous AAP government.

Union Minister of State for Finance, Namo Narain Meena, had said no allocation was being made in the current budget for subsidies announced by the previous government.

Meanwhile, through an approval issued by the Board, the laying of 280mm to 500mm nominal diameter sewer lines in Ashok Nagar D and E Block in the Yamuna Vihar Catchment area shall also be undertaken. The project would benefit over 20,000 people by providing them with better sanitation and pollution- free living conditions.

Approval was also given for a work concerning the rehabilitation of the sewer line from Ring Road to Vinay Nagar Barrel on Gurudwara Road, Kotla Mubarakpur.

Further, the Board okayed works for replacing or shifting of PSC 1100mm diameter water pipeline from Azadpur to Gopalpur village which will help the Board provide water at sufficient pressure to underground reservoirs in Mukherjee Nagar, Dhaka village, Model Town, Kingsway Camp, Adarsh Nagar, Jahangirpuri and Azadpur (APMC).

Further, the Board agreed to transfer 1,737 sq.M of its land at Vinoba Puri, behind PGDAV College at Ashram on a 99- year lease to the Delhi Metro Rail Corporation (DMRC) at the rate of Rs 188.19 lakh per acre.

These land rates are subject to revision by DDA/Ministry of Urban Development.

Additionally, the Board approved the purchase of Poly Aluminium Chloride (PAC), which is used as a disinfectant at various Water Treatment Plants.

The requirement of PAC for the year 2014-15 has been assessed to be 12,000 tonnes.

The Board had undertaken a pilot project at Sawda Ghevra, a resettlement colony, by setting up a decentralised drinking water plant using groundwater.

The groundwater is purified by an RO system and the treated water is supplied at different locations through vending machines powered by solar energy at an affordable price of 30p/litre at the vending machines and 15p/litre at the filtration unit.

In conjunction with DUSIB, the Board proposes to replicate this model in other resettlement colonies of Delhi. The Board has okayed the setting-up of these decentralised drinking water plants in 10 other resettlement colonies in Delhi.

The Board also approved a 100 per cent Rebate Scheme on late payment surcharge amount for various government entities.
