NAGPUR: As apprehended, the already distressed Vidarbha farmers are facing a severe cash crunch because of government apathy on three fronts. First, payments for tur and chana procured at MSP have been delayed. Then roll-out of loan waiver has been total mess and could not be completed a year after its announcement. Now, nationalized banks are reluctant to provide crop loans.

With rains having arrived, farmers are running from pillar to post to raise resources to somehow get on with the sowing for kharif crop. “It’s almost three months now, but I am yet to receive payment for the 19.5 quintals of chana (gram) that I sold to National Agricultural Cooperative Marketing Federation (Nafed) at the APMC procurement centre,” complained Sharadchandra Deshpande, a progressive farmer with 22 acre holding at Mangrul Dastgir in Dhamangaon taluka of Amravati district.

“With no cash in hand, like me, most farmers here are unable to clear their old dues with the dealer who is refusing to give fresh supplies of seeds, fertilizers and implements,” said Deshpande. What has angered him is the lack of communication from the government and its agencies. He said most farmers have now no alternative but to borrow from private moneylenders at usurious rates.

Nationalized banks are very slow in extending farm loans. Bank officials are saying the lists they have got are either delayed or confusing. Names of those entitled to basic waiver of Rs1.5 lakh of loan have been mixed with those qualifying for OTS (one-time settlement).
