CHENNAI: Chief minister J Jayalalithaa on Friday declared that all districts of Tamil Nadu, except Chennai, were drought-hit.

After a disastrous monsoon and with Karnataka proving intractable on release of Cauvery water, experts said the CM's statement appeared calculated to buttress the state's case in court for immediate relief.

But Jayalalithaa injected the declaration with a sense of urgency, saying finance minister O Paneerselvam would lead a high-level team to assess the damage to agriculture across the state and formulate a relief package for farmers. She said the government would prepare a memorandum on drought in the state to seek relief from the Centre.

Revenue officials said the government took into account all factors - meteorological, hydrological and agricultural - while arriving at its assessment of the drought situation.

Tamil Nadu received 245.7mm of rain during the southwest monsoon between June and September last year, or 24% less than the average of 321.2 mm. The northeast monsoon also failed, with the state recording 16% less than the average of 440.4mm from October through December.

Most districts in central Tamil Nadu, including Thanjavur, Trichy, Pudukkottai and Cuddalore, received 20-50% deficit rain. Rainfall was normal only in Coimbatore and the Nilgiris, along the Western Ghats, and in northern districts like Vellore and Dharmapuri.

Experts said the drought declaration was likely to make TN's case more reasonable than Karnataka's in the battle over Cauvery water. "The TN government seems to be exerting pressure on the Centre since the Supreme Court turned down its request for 9tmcft and ordered Karnataka to release only 2.44tmcft," said South Asia Network on Dams, Rivers and People coordinator Himanshu Thakkar.
