40,000 kids not enrolled in schools? -Ankit Yadav

BAREILLY: Two government departments have sparked off a war of words after one of them said as per its survey only 1,600 children were out of school in the district, while another department rubbished this saying more than 40,000 had no access to education.

As per the survey conducted by the basic education department, officials said that 1,692 children had not been enrolled in schools so far.

However, the child development department (Bal Vikas) under Integrated Child Development Services (ICDS) conducted a similar survey and surprisingly, concluded that more than 42,915 children had not been enrolled in schools in the district.

Interestingly, the survey was conducted by both departments in two different months of the same calendar year.

As per reports, the basic education department conducted its survey in August, where it targeted children between six to 14 years. In this age group, the department said there are mere 1,692 children who are not enrolled in schools.

On the other hand, the survey conducted by child development department (Bal Vikas) in April claimed 42,915 children are yet to be enrolled in schools in the district. This survery targeted children in the age group of 11 to 14 years.

The vast difference in the results of the two surveys have stumped government officials. The two departments claimed that they had targeted children in different age groups, hence the results wre different. However, the age groups considered by the two surveys overlap.

Talking to TOI, deputy Basic Shiksha Adhikari (BSA) Rishu Garbhiyal said, "The survey reports of two departments shows huge difference and in this regard we had a meeting with the officials concerned of the Child Development and Welfare department (Bal Vikas)."

Clarifying the facts, Garbhiyal said, "Teachers conducted survey in each block and they had fair information about the actual number of student enrolled in each block. The discrepancy may be due to the difference in age group along with the fact that Anganbari workers included those children also who are enrolled in schools but were found at home when they conducted the survey. Everyone knows about poor attendance in school where mostly children turn up in numbers around recess time for midday meal (MDM)."

She added, "SSA focuses on cent percent implementation of education among children and we are committed to this task. We targeted 6-14 year old children during our survey and around 1600 children were found not enrolled in any of the school in Bareilly district."

Garbhiyal said that all such students will be enrolled in special classes where they will be taught by retired teachers who have applied for the post. Special training classes of around six months will be held in all such places where number of 'out of school' children is at least five or more.

On the other hand, child development officer and district program officer Rajesh Kumar said, "We have nothing to do with the differences in survey reports. Moreover, our target age group of children was different than the basic education department. Our workers had gone door-to-door and collected the information which cannot be questioned."
