42000 crore annual plan for Uttar Pradesh

The Planning Commission has approved the annual plan of Rs 42000 crore for the Uttar Pradesh for the year 2010-11. However this could not satisfy the state government as it has alleged that in comparison with the other states the Central Government was not providing expected share to Uttar Pradesh in centrally aided schemes and projects.

A high level delegation headed by the Chief Secretary Atul Kumar Gupta held deliberations with the Planning Commission of India on Thesday in Delhi. The state government estimated resources worth more than Rs 42000 crores for its various projects and insisted that the same was fully justified. The Planning Commission after a lengthy discussion approved the annual plan of R 42000 crore for year 2010-11.

However the Chief Minister Myawati expressed her displeasure that Central Government was not positive over various expections of the Uttar Pradesh including the special developmental package for Bundelkhand and Purvanchal. "While on one hand the Central Government has not sanctioned the Rs 1063.91 crore as waiving off loan for 2008-09, it has also deducted from the revenue for year 2009-10 and sanctioned no amount" said Mayawati.

The Chief Minister demanded that conditions under BPL list-2002 must be deleted for the pension schemes for destitude women and diabled persons so that maxium people can be benefited from these schemes. She reiterated her demand that Rs 20000 crore needed every year to implement Right to Education in the state must be provided by the central Government. "The Uttar Pradesh must immediately get Rs 2059 crore due on Centre for years in connection with the scholorship of the students belongingto the OBC category" she said.

Mayawati said that Planning Commission has approved annual Plan of Rs 39000 crore for 2009-10 of which 37161 crore has been spent and it amounts 95.3 percent utilisation. "For 2008-09 the estimated growth rate for the state is 7.2 percent while nationalgrowth rate stands around 6.7 percent. Similarly for 2009-10 the estimation of the growth rate of the state is 6.6 while atnational level the same is 7.2 percent" she said.

The Chief Minister said that last year under the MNREGS the expenditure in the state was rs 5906 crore which wasmore than any other state in the country clearly showing that Uttar Pradseh had created maximum job opportunities. She said that state is falling short of 39 lakhs houses and to meet the target the central government must provide 10 lakh Indiar awas every year. The Uttar Pradesh must get Rs 2700 crore under J.N.N.U.R.M, Rs 953 crore A.I.B.P, Rs 1291 crore under N.S.A.P and Rs 500 crore under C.R.F. which stands in total Rs 7600 crore in form of grant" said Mayawati.
