43 IPS officers in UP transferred 40 times in their career -Ashish Tripathi

LUCKNOW: Another example of why officers in Uttar Pradesh are not able to deliver. They are frequently transferred from one place to the another, making it difficult for them to plan things to tackle problems, execute and deliver results.

As many as 43 Indian Police Services (IPS) officers posted in UP have been transferred more than 40 times in their career. The officers include two director general police(DGP)- Vinod Kumar Singh (43 times) and Arun Kumar Gupta (45 times), 14 additional DGPs, 13 Inspector general of police (IGPs), 10 deputy inspector general of police (DIGs) and four superintendent of police(SPs).

These facts were revealed in the information obtained from the home department under Right to Information (RTI) by Lucknow based RTI activist Nutan Thakur.

The record for maximum transfers among IPS officers is currently held by 1983 batch KL Meena who has been transferred 59 times, followed by Kamal Saxena 48 times and Vijay Singh 47 times. As per these records, Rajiv Kapoor, a DG rank officer, was transferred seven times, followed by MK Sinha (9 transfers), possibly because they opted for central deputation very early in career. Among other 'less transferred' officers are Bhagwan Swaroop Srivastava (13), Tanuja Srivastava (15) and Bhanu Bhasjar (15).

Due to these frequent transfers, the average number of transfers of 14 DGs in UP comes out to be 36.4. An IPS officer becomes DG after 32 years of service. Hence, on average these DGs were transferred at least once in a year. Similarly, the ADGs in UP have been transferred on an average of 35.9 times so far in their careers. This figure stands at 31.8 for IGs and 29.7 for DIGs.

This is the ground reality in UP as opposed to the Supreme Court order in Prakash Singh case which says that the minimum tenure of police officers shall be 2 years. The list include IPS officers -- DGs: Vinod Kumar Singh (43 times) and Arun Kumar Gupta (45) (DGs).

ADGs: Sulkhan Singh (43), Vipan Kumar (41), Vijay Singh (47), Surya Kumar (42), Ram Deo (44), RN Singh (45), KL Meena (59), Jagmohan Yadav (44), Alok Prasad (40), Gurdarshan Singh (45), AKD Dwivedi (40), GP Sharma (40), RP Singh (40) and Jawed Akhtar (45).

IGs: GL Meena (43), Anil Agrawal (40), Kamal Saxena (48), Brij Raj (40), MK Bashal (40), BP Singh (41), Braj Bhushan (44), Abhay Prasad (44), Dipesh Juneja (41), Aay Anand (40), Anand Swarup (41), R K Rai (41) and Rajiv Sabharwal (41).

DIGs: Raja Srivastava (42) , LV Anthony Dev Kumar (43), Ashok Mutha Jain (41), Gyan Singh (43), RK Swarnkar (40), P K Mishra (46), Rajesh Srivastava (47), DC Mishra (41), MD Karndhar (45), VK Garg (41).SPs: Navneet Kumar Rana (42), DK Rai (44), Mukesh Mishra (44) and Rakesh Pradhan (45).

Earlier, RTI query of Thakur had revealed that the average term of an officer of provincial police service (PPS), the second rung after IPS, in UP on a posting is two and a half months.
