43 pc families don’t have ration cards: Study

Eliminating hunger from the State seems a distant possibility if the results of the latest survey report ‘Millennium Development Goals - A status report on Orissa’ are any indication.

The survey found a high of 43 per cent families in the State don’t have ration card at all. Significantly, it reveals that more than half of the beneficiaries (52 per cent), who avail the Antyodaya Anna Yojana, fail to receive the mandated  quantity of food grains. Moreover, over two per cent BPL households in the State don’t have even the BPL card.

Of a high of 49 per cent surveyed families eligible for Antyodaya Anna Yojana, only 22 per cent could avail the benefits - 35 kg of rice at ` 2 a kilo. Besides, a high of 48 per cent said the supplied ration was not of edible quality.

These findings assume significance when the State has over three per cent households who don’t have access to two square meals a day throughout the year. Moreover, when the State has been marked as ‘alarmingly insecure’ in the India State Hunger Index (ISHI) by the International Food and Policy Research Institution recently.

Against this backdrop, some startling findings by the survey shed more light on the lingering hunger saga in the State. While some seven per cent BPL families paid bribe to get a BPL card, around 12 per cent took help of some influential persons to acquire one. Above all, only half of the households in the State have knowledge about the eligibility rules and regulations to apply for a BPL card.

Around 44 per cent households complained that ration shops don’t notify the day and the opening hours of their outlets. This underlines the glaring lacuna in the operation of fair price shops in the State. Not surprisingly, about 34 per cent families have to make more than one round of the PDS shops to collect their rations. This proves an impediment to the labourer households who incidentally are the most food insecure group in the State. Because, for them losing a day’s wage means much more as they can’t even spend ` 12 a day.

The finding in the study that the nearest ration shop in village Nepal in Nayagarh district is about eight km away tells much more.
