Draft amendment to Andhra Pradesh Panchayat Raj Act being scrutinised by the Law Department

Chief Minister N. Kiran Kumar Reddy said that there would be 50 per cent reservation for women in the next local body elections in the State.

Living up to his promise made during the International Women's Day celebrations recently, the Chief Minister observed that legislation to this effect was already under consideration.

Necessary steps have been taken to see that in the next local body elections, Andhra Pradesh will see 50% women as their representatives, an official press release issued here on Sunday said.

Policy decision

A policy decision has been taken by the government on the issue to improve the representation of women in Panchayat Raj and urban local bodies, which currently stands at 33%. These reservations will be provided horizontally, which means that for each category of reservation, i.e. SC, ST, BC as also general category, there will be 50% reservation for women.

The reservation would apply to all elected positions in gram panchayats, Mandal Praja Parishads and Zilla Praja Parishads, including the indirectly elected posts of sarpanch, president of Mandal Praja Parishad and Chairman Zilla Praja Parishad.

Rules to be out soon

The draft amendment to the AP Panchayat Raj Act, after this policy decision, is being scrutinised by the Law Department and the amended rules will be issued separately.

Some States like Chhattisgarh, Manipur, Uttarakhand, Bihar, Rajasthan, Madhya Pradesh and Himachal Pradesh also have 50% reservation for women in local bodies.

Andhra Pradesh is at the vanguard of women's empowerment.

There are about 9.86 lakh women's Self-Help Groups (SHGs) in the State.

The State is a pioneer in enabling women to access credit at a subsidised interest of 3% under the Pavala Vaddi scheme.

The State is also implementing a contributory pension scheme, “Abhaya Hastham”, for all the women SHG members.
