56% of infant deaths in UP occur in the first month -Shailvee Sharda

Lucknow: Over 56% infant deaths reported in UP take place within first 28 days of birth. The phenomenon contributes tremendously to state's high infant mortality rate. The number translates into death of 1.51 lakh newborn babies.

As many as 56 lakh babies are born in UP each year. Of these, 27 neonates per 1,000 live births die before they are four-week-old. Of the total, 36% deaths are reported on the first day while 56% die before the fourth week.

A deeper look into the data shared by state health department showed that UP's neonatal mortality has not improved much in the past 15 years, especially when compared with overall drop in infant mortality rate.

While neonatal mortality at the turn of century stood at 30 per 1,000 live births, it stands at 27 as of now. Against this, infant mortality rate in UP has dropped from 83 to 48 in the past decade.

The fact came to fore in a state health department assessment undertaken to see implementation of Newborn Home Based Care Programme, launched under National Health Mission to curb neonatal mortality. Under the programme, trained ASHA workers are supposed to meet the neonate's family periodically for six weeks.Principal secretary Arvind Kumar expressed disappointment over the way the programme was being implemented. "Different studies have indicated that if UP is able to check neonatal deaths, it can bring down infant mortality drastically ," he said.

Issuing show cause notice to 11 chief medical officers, he shared information that 40% trained ASHA workers were not working properly because of administrative failure. Experts said this is the most crucial time to connect with a newborn in the first 28 days of life as this is the period of vulnerability towards different life-threatening diseases. "If the baby survives in this period, UP's infant mortality rate can be halved," said Amit Mehrotra, programme manager Unicef, UP.
