Over 60,000 people of Jharkhand are fast realising the benefits of aadhaar, having already opened bank accounts with the help of their unique numbers issued by the Nandan Nilekani-headed Unique Identification Authority of India.

UIDAI started enrolments in the state last September, and already six lakh residents have their numbers with another 16 lakh waiting in the wings, having completed formalities that include recording fingerprints and retina scans.

“According to latest figures available with us, about 60,000 aadhaar-enabled bank accounts have been opened in Hazaribagh and Deoghar, where a pilot project was initiated late last year,” said Ajoy Kumar Singh, the state MGNREGS commissioner.

Many of these people are workers in the Centre’s flagship rural job scheme and were now receiving payments through their aadhaar-enabled bank accounts. Also, those who have opened accounts as part of the government’s financial inclusion pilot projects are already conducting transactions.

With the success of the Hazaribagh and Deoghar pilot project, started in October 2010, the authorities are now thinking of extending it to West Singhbhum, Lohardaga, Gumla, East Singhbhum, Giridih and Ranchi, where people will be encouraged to open aadhaar-enabled bank accounts.

Apart from banking, aadhaar numbers will have extensive future benefits. For example, it will be used while issuing passports, PAN cards, address verifications, voter ID cards, driving licences etc.

The state rural development department has already linked the aadhaar numbers of labourers working in MGNREGS in Hazaribagh and Deoghar to facilitate payments through their bank accounts.

“After the wages are transferred in the bank accounts of labourers, they can withdraw the money from panchayat banks. The account holder’s fingerprints are verified to authenticate his genuineness before he can withdraw the money,” Singh explained the process that will ensure payments reach the right person and corruption is eliminated.

Panchayat banks, he added, were banking outlets at panchayat headquarters. These were a great help for villagers who would otherwise have to travel to block headquarters to access a bank and withdraw money.

Alongside the pilot projects, UID has ensured that anyone with an aadhaar number could open a bank account anywhere in the state.

“Those who have already got their aadhaar numbers in Jharkhand can do banking activities using these numbers,” said S.K. Singh, coordinator of state level bankers’ committee.
