7 Maoists surrender in Chhattisgarh by Aman Sethi

Seven members of the banned Communist Party of India (Maoist) surrendered in Chhattisgarh's Kanker district on Monday — a sign, police officers say, that a new policy of rapprochement with rebel cadres is gradually paying dividends.

Five of the seven surrendered Maoists are from the Rowghat Area Committee, of which three are relatively senior commanders. Of the remaining two, Sunil alias Rajesh Kumar is a member of the East Bastar Divisional Committee, while his wife Jenni alias Jayanti Kutari is a commander of the Maoist cultural division called Chetna Natya Mandali.

Under the State and Central surrender policies, senior cadres like Mr. Sunil shall be eligible for at least Rs. 3 lakh, while junior cadres shall get at least Rs.2 lakh. The Kanker police offer an additional Rs.10,000 to all surrendered Maoists.

“This is the first time that a senior cadre like a Divisional Committee member has surrendered in Kanker,” said Rahul Bhagat, Kanker Superintendent of Police, “We benefit from surrenders far more than encounters, as surrenders help us learn about Maoist strategy…identifying members of the urban network and the logistics of the Maoists.”

Mr. Bhagat said the Maoists surrendered after a long process of negotiation that began with the surrender of four guerillas last year. “Those who surrendered last year helped us identify key individuals who would be instrumental in contacting other fighters,” said Mr. Bhagat, “It is impossible for cadres in the forest to contact the police directly, so we need to know whom to know.”

In interviews conducted in the presence of policemen, the surrendered guerillas each said the attitude of a rebel leadership was largely drawn from Andhra Pradesh, towards cadres drawn from Chhattisgarh, was a major reason for their surrender. “The Andhra leadership looks at Chhattisgarhis very differently,” said Mr. Sunil, “Chhattisgarhis are always made to do menial tasks like sentry duty and we are also on the frontlines during encounters.” Mr. Sunil also felt Chhattisgarh cadres were provided inferior weapons in comparison with cadres from Andhra.

‘No schism'

Sources in the intelligence have long spoken of a schism in Chhattisgarh's Maoist movement — pointing out that while Chhattisgarh tribals constitute a majority of the rank and file, the leadership is almost entirely from Andhra Pradesh. However, Maoist sources have categorically denied any such rift. “This is all police propaganda,” said Maoist spokesperson Gudsa Usendi in a telephone interview last year, pointing out that surrendered cadres are invariably beholden to the police force.

“Once someone surrenders, the police can make them say anything. There is no rift in the party. Every member of the party is entitled to critique and criticise other members of the party in our regular meetings,” he said.

At the time of print, Mr. Usendi was not available for comment on this recent round of surrenders.
