A RAY of hope for slum dwellers Rajiv Awas Yojana for urban poor launched

The Rajiv Awas Yojana (RAY), under the Ministry of Housing and Urban Poverty Alleviation, has been launched for slum dwellers and the urban poor on the lines of the Indira Awas Yojana for the rural poor. RAY is a right-based, reform-driven programme under the Jawaharlal National Urban Renewal Mission (JNNURM). It has been launched with the aim of creating a slum-free India by providing affordable housing for slum dwellers.

A Guwahati Municipal Corporation (GMC) source said, “There will be a RAY city-level Technical Cell, comprising 11 GMC members along with the Commissioner who will be the Chairman of the Cell, for collection, compilation and maintenance of relevant information data and coordination with other agencies like NGOs. The Cell will send the information to the Ministry of Housing and Urban Poverty Alleviation. This scheme basically aims to safeguard the economic future of the cities by integrating the urban poor into the economic mainstream and providing decent shelter and services to all.”

The scheme is meant for urban population living below the poverty line (around 810 lakh in 2005-2006). The Centre would provide financial assistance to States for slum re-development and for creation of affordable housing stock for rent and ownership under the RAY scheme.

The GMC source said that the RAY scheme would be laucnhed in two phases. Phase I will cover innovative and pilot projects and initial set of cities ready with city-wide plans. Phase II will cover the remaining period of  the Twelfth Five-Year Plan (2013-2017). The selection of the cities will be made by the State Governments in consultation with the Centre. The scheme is expected to cover about 250 cities across the country by the end of the Twelfth Five-Year Plan (2017).

The Centre will provide 50 per cent financial assistance for  basic civil and social infrastructure of the housing units and the States will provide a minimum 20 per cent financial assistance.  For the North-eastern States and special category States, the funding pattern of infrastructure and housing (including land acquisition cost) will be 90:10 if required.

The source further said, “The scheme will have four broad phases – preparatory and pre-survey for purposes of tenability analysis and slum prioritization for development; detailed survey of the slums prioritized for implementation, planning including finalization of models and implementation of the plan. Slum dwellers will get property rights and access to decent shelter, basic amenities and a dignified life.”
