Aadhar, the project to give unique identification number to every resident, will be launched in the State by Chief Minister K. Rosaiah in a week. In the first phase, 3.11 crore individuals are targeted to be enrolled by March next in seven districts.

Addressing a press conference here on Friday, Minister for Civil Supplies J. Krishna Rao admitted that there was certain percentage of pilferage in every government scheme. Aadhar (UID number) would help in arresting it totally. This would result in sufficient amount of saving to the exchequer which in turn could be spent on schemes for the needy. For instance, it would enable to prevent ineligible students from availing scholarships. UIDAI is implementing the project in the State in collaboration with Civil Supplies Department, which has been appointed as ‘Registrar'. V.S. Bhaskar, Deputy Director General, Unique Identification Authority of India (UIDAI), who is heading the regional office in Hyderabad, said the enrolments would be made in the first phase in the districts of Greater Hyderabad Municipal Corporation (GHMC), Adilabad, Ranga Reddy, Srikakulam, East Godavari, Anantapur and Chittoor. Already 24,000 enrolments have been completed and Aadhar letters containing the numbers would be despatched. He said Aadhar was based on an inclusive approach and would help improve pro-poor delivery systems. UIDAI would issue numbers and not cards. It would guarantee a number and not benefits. All residents, including children above five years, would be given the numbers.

However, it was not mandatory for a resident to seek a number.

Mr. Bhaskar said it was proposed to cover street children, beggars and migrant labour too. The Hyderabad office would also begin enrolments in Orissa, Chhattisgarh and Andaman and Nicobar Islands in the next few weeks.

Development schemes

Sanjay Jaju, Civil Supplies Commissioner, explained that the State government has decided to utilise Aadhar for implementing various development schemes like ration cards, MNREGS, pensions and scholarships. A smart card that could be used as a multi-purpose card for various schemes would be issued. While 3,400 enrolment stations would be set up for the first phase, 400-500 of them would be in the city. T. Chatterjee, Special Chief Secretary (Planning), also spoke.
