After failing to act on his report, AIIMS turns to Thorat for help by Pritha Chatterjee

A day after Newsline highlighted that the AIIMS administration had not implemented most recommendations of the Sukhadeo Thorat Committee that probed allegations of caste discrimination on the campus, the institute re-appointed Thorat, a former chairman of the UGC, to evaluate the status of implementation of his suggestions.

Sources said that the decision was taken hours after an “informal communication” from the Union Health Ministry to end the agitation by MBBS students.

There has been an uproar on the campus ever since Anil Kumar Meena, a reserved category student, allegedly committed suicide last Sunday over his inability to cope with a course curriculum in English after clearing the entrance examination in Hindi.

Late Tuesday night, students declared they were going on a relay hunger strike to make their point.

An official release by the AIIMS administration stated that Thorat has been given a month to “examine the extent of implementation of the recommendations of the Thorat Committee by the Institute, identify gaps and recommend short-term and long-term measures to be implemented in a time-bound manner”.

Thorat, the release stated, has been asked to make new recommendations to “propose the creation of a permanent oversight mechanism for ensuring that support structure for undergraduate students does not become dysfunctional, and suggest further measures for the welfare and academic enhancement of undergraduate students and particularly students from SC/ST/OBC categories”.

As students continued to boycott internal examinations that were to commence Monday, the AIIMS Director constituted a group of senior faculty to verify whether the results of Anil Kumar Meena had been prepared as per prescribed rules.

Students had made this an issue, saying the administration could not explain why weightage to internal marks was raised to 50 per cent from the 25 per cent rule for supplementary examinations — this change, they claimed, made Anil fall short of the pass-marks. He had earlier been barred from taking the annual examinations due to attendance shortage.

The group of senior faculty has been asked to “scrutinize the entire record pertaining to the academic performance of late Shri Anil Meena and give its findings to the Institute”.

Sources at the institute also said that the administration was contemplating a change in rules to end the practice of single-room hostel facilities for undergraduate students. “There have been two suicides in two years, both of reserved category students staying in single rooms. We are contemplating a change in rules,” the sources said.
