Agnivesh fallout: Dantewada DM shunted by Supriya Sharma

Six months ago, when dictrict collector R Prasanna was transferred from Maoist-affected Bijapur to neighbouring Dantewada, local residents held rallies urging him not to leave. Now, as he readies to launch a development plan for Dantewada on April 1, Prasanna finds himself transferred.

The collector's transfer comes after days of intense drama during which the district police stood accused of torching nearly 300 homes in three villages and obstructing both investigation and relief.

Last Saturday, the situation spun out of control when social activist Swami Agnivesh and journalists were attacked by a mob that eyewitnesses said included special police officers. The events culminated in the transfer of the police chief and, mystifyingly, collector Prasanna as well.

While DGP Vishwa Ranjan said SSP SRP Kalluri was removed to facilitate an inquiry into allegations of police excesses, it was unclear why the same logic was extended to the man who ordered the inquiry. Even before the allegations against the police were reported on March 23, Prasanna initiated a probe based on preliminary reports.

He also announced immediate relief for victims, despatching trucks carrying rations and material for shelters, apart from Rs 25,000 compensation for each family. On March 24, he set off for the villages along with Bastar commissioner K Sreenivasulu, but the two were reportedly harassed by special police officers.

"The police said the food and relief would be cornered by Maoists, but the administration did not share this view. It felt it was important to reach out to the tribals,'' said an official in Raipur.

"Law and order is the joint responsibility of both the SP and the DM,'' said Baijendra Kumar, prinicipal secretary. "It was felt that a new team should be in place in Dantewada.'' A government source said the decision to move out Prasanna was partly based on the perception that he might face a security risk on return from groups opposed to his stand on the current stand-off.

Prasanna's transfer has dismayed many who vouch for his excellent record as an administrator in difficult strife torn areas. Prasanna also came up with an innovative idea to address the shortage of doctors in Dantewada.
