Lucknow: The Akhilesh Yadav government today suspended three revenue officers after some rain-hit farmers were handed compensation cheques of Rs 75 and Rs 100, and ordered a probe into how such a pittance was paid.

News channels showed the farmers in Faizabad and Badaun districts of Uttar Pradesh waving cheques of Rs 100, Rs 75 and even Rs 69. These farmers had lost their crops in last month's unseasonal rain and hailstorms. Some had committed suicide.

Kamlesh Yadav, 41, lost his entire crop in Faizabad and received a cheque of Rs 75. In Badaun, such cheques have reportedly been issued to at least 200 farmers.

Faizabad chief development officer Arvind Malappa Bangari said prima facie, these appeared to be "clerical" errors. "We will look into the complaints," he said.

The controversy broke on a day Akhilesh left for Germany to attend the Hannover Trade Fair to draw foreign investment to the state.

Irrigation and PWD minister Shivpal Singh Yadav, the de facto Number Two in the Akhilesh cabinet, said a probe had been ordered and "at least three revenue officials" in Faizabad and Badaun suspended.

"We are going to take stern action against the officials who issued these cheques. Let me assure you we will award double the amount of compensation the Centre proposes to sanction for the farmers. The state government is in the process of making correct assessments," Shivpal Yadav said in Amethi.

According to the minister, even the minimum preliminary compensation, without an assessment of crop damage, cannot be less than Rs 1,500 for a farmer.

A central team that visited the state a fortnight ago to survey rain-hit farms has proposed assistance at the rate Rs 9,000 per acre if the damage is 50 per cent and above and Rs 3,000 per acre if it is less.

The Opposition slammed the government and accused it of being "apathetic" to farmers.

"This is a shocker. Minister Shivpal Singh Yadav's assurance about a probe is only a damage-control ploy. I have seen some of the cheques issued to the farmers in Faizabad and Badaun. Some farmers refused to accept them and handed them back to the administration after looking at the amounts," BJP state chief Lakshmikant Bajpai said.

BSP state unit chief Swami Prasad Maurya termed the cheques an "insult". "The amount is not only absurdly low but it (the cheque) came too late."

Naresh Agarwal, a senior leader of the ruling Samajwadi Party and a Rajya Sabha MP, termed the distribution of such cheques "callous acts" but blamed the officials.
