AIIMS clone bill hits Left hurdle

The government’s attempts to push through a bill to set up AIIMS-like institutions in the country failed today with Left parties objecting to passing it without discussion.

After the All-India Institute of Medical Sciences (Amendment) Bill, 2012 was moved by minister of state for health and family welfare S. Gandhiselvan, Left members were on their feet in the Rajya Sabha, with some from the CPM storming the well.

As the BJP raised an uproar over the coal block allocations, CPM members P. Rajeeve and K.N. Balagopal added to the din, questioning the manner in which the government wanted the bill passed.

The CPM and the CPI demanded a discussion on the bill. As CPM’s Prasanta Chatterjee said his party would not allow any legislation to be passed in the upper House without discussion, CPI’s D. Raja echoed him.

Minister of state for personnel V. Narayanasamy then told the Left members that the bill had already been passed in the Lok Sabha. “What is your problem?” he asked.

Earlier in the day too, the government had tried to get the bill passed but the Left thwarted the effort.

As the uproar continued, deputy chairperson P.J. Kurien adjourned the House for the day.

When passed, the bill will replace an ordinance that allows six AIIMS-like institutions to become operational from September in Patna, Bhopal, Raipur, Bhubaneswar, Jodhpur and Rishikesh.

The bill will empower the Centre to establish AIIMS-like institutions by notification in the official gazette.
