Bhubaneshwar: The State Government has decided to implement the Focused Area Development (FAD) scheme for the welfare of tribal people for the next 10 years with an expenditure of `15.9 crore per year. The scheme was launched in 2012-13 for providing alternative sources of livelihood to the tribal people.

The decision to continue the FAD scheme for the next 10 years was taken at a high level meeting presided over by Chief Minister Naveen Patnaik here on Saturday. Official sources said tribals will be involved in coffee and rubber cultivation under the scheme.

Besides, agro-forestry and horticulture have also been included in the scheme.

Livelihood options would be provided to the tribal people taking into account the requirement of the area and capability of the beneficiaries. Training programmes have been organised to increase the capabilities of the locals.

In the first year, agro-forestry and horticulture have been taken up in 8,467 acres of land and 5,671 tribal farmers have been benefited. Coffee and rubber plantations have been taken up in 760 acres and 125 acres respectively. Besides, cultivation has been taken up in 9,570 acres of land through modern techniques. This will benefit 10,000 farmers.

Official sources said 14 vegetable cooperatives have been formed under the scheme so far. Besides, 13 processing units have also been set up to encourage small enterprises. Three handloom and textile clusters have been developed.

 The success of the Odisha Tribal Empowerment and Livelihood Programme (OTELP) has led the State Government to introduce the FAD scheme. The OTELP launched in eight tribal districts has led to increase in income of 21 families. Sources claimed that migration from OTELP districts has reduced from 17.8 pc in 2005 to 3.4 pc in 2012.

Besides, food security, which was 21 per cent, has also increased to 74 per cent. Eighty per cent of the families in these areas have been provided safe drinking water within 100 meters from their houses.

A target has been set to provide safe drinking water to 37,612 persons of 599 villages by 2015. Besides, 12,000 families have been provided land under OTELP. Sources said  26,000 more landless persons have been identified through 550 resource persons and will be provided land under the scheme.

SC & ST Development Minister Lalbihari Himirika, Chief Secretary Bijay Kumar Patnaik, Development Commissioner Jugal Kishore Mohapatra, Department Secretary Santosh Sarangi and senior officials attended the meeting.
