HYDERABAD: The Andhra Pradesh government has embarked on an ambitious programme of sending 100 tribal students every year to reputed universities around the globe for higher studies.

The government will bear the entire expenditure which includes fees and living expenses up to Rs 10 lakh and facilitate a loan for the student from banks if more funds are needed.

The programme is available for tribal students who secure admission in universities in the US, UK, Canada, Australia and Singapore. The first batch of 100 students will be selected from among those who join the current academic year through an online selection process and interview so that they can go for higher studies abroad from the next academic year onwards.

The programme has been christened the 'Ambedkar Overseas Studies Nidhi' and the resources will be drawn from the SC/ST sub-plan funds. Students belonging to the scheduled tribes up to the age of 35 years and with an annual family income not exceeding Rs 2.5 lakh can seek this assistance for post graduate and doctoral programs. One student from each family is eligible for the financial assistance.

A selection committee under the chairmanship of tribal welfare minister has been appointed with tribal welfare commissioner as the convener. "The programme is meant to enable deserving students from ST communities to pursue higher studies in reputed institutes in five countries," said A Vidyasagar, principal secretary, tribal welfare. It will be extended to other countries later, he said.

Elaborating on the programme, Vidyasagar said a permanent fund had been set up to provide financial assistance to the deserving students.

"With this move, the career opportunities thrown up by post-liberalization economy would also be available to meritorious students from these sections who have so far been outside the purview of these opportunities because of social backwardness and stigmas," the principal secretary said. In a week or two governments would notify the scheme through universities and newspapers to invite applications from the students.

Bhangya Bhookya, a professor at the English and Foreign Languages University (EFLU) here, welcomed the programme, but offered a word of caution to the government.

"We have had such schemes in the past. But because of cultural differences and inability to cope with new surroundings and work ethos in western countries, many tribal students could not complete their course and ended up in other less paying jobs for livelihood. The programme was a failure," Bhookya, who did his PhD in Warwick University and post doctoral from Cardiff, UK, said.

Nanavath TK Naik, vice chancellor of Rayalaseema University, Kurnool, the lone vice-chancellor in the state from the ST community, said the programme would become an eyewash if the students discontinue their studies midway unable to bear the rigors of education in the West. "The selected students should be trained in a national institute to prepare them to cope with the work culture and etiquette of foreign universities," Naik said.

Experts felt that the state should also provide a special coaching to the tribal students to crack TOEFL and GRE needed for admissions in the US. Otherwise, the programme could end up as a disaster, they said.
