Hyderabad: Forty-three institutions in Andhra Pradesh figure on technical education regulator AICTE’s “unapproved list”, in a further blow to the state where engineering education touched its nadir this year.

The list includes the Indian School of Business (ISB), founded by former McKinsey chief Rajat Gupta, who has been convicted of insider trading.

The ISB has, however, never sought approval from the regulator, so it wouldn’t be affected by the All India Council of Technical Education’s list.

“It’s nothing new as it happens every year. ISB never approached the council for recognition. Now it has become an annual event where the ISB is placed in the unapproved list. All they have to do is formally approach the AICTE for approval,” a senior official in the technical education department said.

Others on the nation-wide “unapproved” list of management and engineering institutions include the Badruka Institute of Foreign Trade and the Indian Institute of Planning and Management in Andhra Pradesh besides six engineering colleges.

According to AICTE norms, these 43 institutions will not be allowed to admit fresh students, while the degrees or diplomas they issue will not be considered valid.

The state’s technical education department, which has updated its list according to the AICTE’s advice, said most of the management schools on the list offer one-year management degree programmes not approved by the AICTE.

In engineering education, Andhra touched its lowest point this year: there were no takers for seats in as many as 223 engineering colleges out of the state’s 750.

An ISB spokesperson said the institute’s management programme was one of the best in the country and the B-school did not need approval from the council. “In fact, the ISB is accredited by the Association to Advance Collegiate Schools of Business, and is the first business school in South Asia to be recognised by this premier global body. Since its inception, the ISB has been offering one-year courses…. However, we are in touch with the AICTE.”

Eight of the 43 institutions in Andhra need to seek affiliation from different universities. “These institutions (which do not include the ISB) have violated several norms set by the council and are charging exorbitant fees. Action still needs to be taken. I don’t know why the state government is not initiating action on them,” said educationist and MLC Chukka Ramaiah.
