Anti-Posco unrest spills on to capital's streets by Sandeep Mishra & Ashis Senapati

As the administration and the anti-industry brigade scaled up preparations for a showdown at Dhinkia gram panchayat in Jagatsinghpur district within the next few days, five political parties on Monday staged a civil disobedience agitation opposing the ongoing land acquisition for Posco steel project.

Activists of CPI, CPM, Forward Bloc, Rashtriya Janata Dal and Samajwadi Party took out a rally from the Railway Station to PMG Square in Bhubaneswar, raising slogans against what they called the state government's coercive and terror tactics to acquire land for the South Korean company.

"We strongly condemn the government's actions. Unless the government gives up its plans to acquire land in Gobindapur village of Dhinkia gram panchayat through police, it would be responsible for any explosive situation," warned CPI state secretary Dibakar Nayak.

The government, however, continued with land acquisition in Nugaon gram panchayat and beefed up security deployment near Dhinkia. "We intend to start land acquisition at Gobindapur shortly. We will finalise our strategies depending on the ground realities," said additional district magistrate, Paradeep, Sarojkanta Choudhury.

As part of land acquisition, the administration on Monday demolished 50 betel vines and distributed Rs 84 lakh as compensation, official sources said.

The administration has also stepped up efforts to enumerate fruit-bearing trees in the Posco project area. "So far we have chopped trees worth Rs three lakh. Now we are enumerating blocks of fruit-bearing trees. Those will be removed and their owners will be compensated in tune with government rates," Choudhury said.

Official sources said trees belonging to horticulture species such as coconut, mango, jackfruit and cashew would be cut in the coming days. "In monetary terms, we have estimated the total worth of the fruit-bearing trees at Rs 4.71 crore," said an officer. Besides, around 2.9 lakh casuarina trees planted by the state forest department would be felled in the Posco project area spread over seven villages in Gadakujanga, Nuagaon and Dhinkia gram panchayats, sources added.

Gobindapur village would see the maximum number of 440 people losing their fruit-bearing trees in lieu of money. In the other project affected villages, the administration has identified 11 "beneficiaries" in Bhuyanpal, 33 in Nolia Sahi, 217 in Polanga, 195 in Nuagaon, 89 in Bayanalakanda and 90 in Dhinkia, official sources disclosed. "We have enlisted over 10,000 fruit bearing trees covering about 500 acre," said horticulturalist R C Moharana.

Several villagers have been opposing the move to fell the trees. "The effect would be disastrous. In the future we may not get fruits," said Madan Jena who owns mango, cashew and jackfruit orchards covering two acre at Nolia Sahi. "The region is suitable for growing fruits like mango, jackfruit, cashew and coconut. Since time immemorial farmers have been eking out their livelihood by selling fruits apart from betel vines," said Bhaskar Jena of Nuagaon.

Defending the government decision, a senior officer said removing the trees was essential as Posco would create its own "core plantation area". "The existing trees would affect land development work. If we do not chop off the trees, the villagers would not lose their attachment and create problems," the officer reasoned.
