Chandigarh: Bureaucrats in Haryana now have to stand up - "meticulously correct and courteous" - every time an MP or an MLA visits their office, according to a circular.

The circular had been issued in the last week of May but came to light following the standoff between the Delhi government led by Arvind Kejriwal and IAS officers in Delhi.

Several senior Haryana-cadre bureaucrats in Chandigarh claimed they had heard about the circular but were yet to receive the order in writing.

A senior bureaucrat in the Haryana government said the circular had not been prepared by the state government but was a missive from the Centre that had been "forwarded".

"A memorandum had come from the Centre's department of personnel and training on February 7, which was forwarded last month. The memorandum was sent to all the state chief secretaries with the request that all officers should be informed and the implementation be reviewed periodically," the officer said.

In neighbouring Delhi, IAS officers have been at loggerheads with the Aam Aadmi Party government. AAP leaders have alleged that the IAS officers have not been attending meetings called by ministers for the past four months.

The bureaucrats, on their part, held a news conference on Sunday to clarify that they were not attending "some meetings out of fear".

In Haryana, the circular from chief secretary D.S. Dhesi's office on May 28 also said that IAS officers would have to promptly respond to any text message or email from any elected representative to Parliament or the state legislature.

"An officer should be meticulously correct and courteous to rise to receive and see off a Member of Parliament/ state legislature visiting him. Arrangements may be made to receive the Members of Parliament when, after taking prior appointment, they visit the officer of the Government of India, State government or local government," it said.

The circular said if anyone did not follow the instructions, it could lead to punishment but did not specify the action.

"Any deviation from an appointment made with a Member of Parliament/state legislature must be promptly explained to him to avoid any possible inconvenience. Fresh appointments should be fixed in consultation with him," the circular added.
