Asian countries dominate global education assessment test: Pisa-Prashant K Nanda

New Delhi: Asian countries led by Singapore took the top seven spots in the latest Programme for International Student Assessment (Pisa) report on problem solving capability among 15-year-old students, released by the Organization for Economic Co-operation and Development (OECD) on Tuesday.

"Students from Singapore and (South) Korea have performed best in the first OECD Pisa assessment of creative problem-solving. Students in these countries are quick learners, highly inquisitive and able to solve unstructured problems in unfamiliar contexts," said the report, covering 44 countries and regions.

Japan came third, followed by Macao and Hong Kong-both of which are Chinese autonomous regions-the Chinese metropolis of Shanghai, and Taiwan. England took the 11th place and the US the 18th.

India did not participate in the Pisa study.

Instead of testing theoretical knowledge, the problem-solving tests examined how students could use their knowledge in practical situations. Some 85,000 students from 44 locations took the computer-based test, involving real-life scenarios, to measure the skills young people will use when faced with everyday problems, the report said.

Pisa is considered an international yardstick for assessment of 15-year-old or secondary students in several countries.

Across OECD countries, 11.4% of 15-year-old students are top performers in problem solving. Top performers attain proficiency Level 5 or 6 in problem solving, meaning that they can systematically explore a complex problem scenario, devise multi-step solutions that take into account all constraints, and adjust their plans in light of the feedback received.

In Singapore, Korea and Japan more than one in five students achieve this level, while more than one in six students perform at Level 5 or above in Hong Kong, Taiwan and Shanghai Canada (17.5%) and Australia (16.7%). By contrast, in Montenegro, Malaysia, Colombia, Uruguay, Bulgaria and Brazil, fewer than 2% of students perform at Level 5 or 6, found the report.

"Today's 15-year-olds with poor problem-solving skills will become tomorrow's adults struggling to find or keep a good job," said Andreas Schleicher, acting director of education and skills at OECD, in a statement.

"Policymakers and educators should reshape their school systems and curricula to help students develop their problem-solving skills which are increasingly needed in today's economies."

The problem solving assessment was conducted along with the regular Pisa assessment on mathematics, reading and science knowledge in 2012. Out of the 65 economies, who participated in the Pisa rankings, 44 took part in the problem solving assessment test. In the regular Pisa ranking of 2012 published in December 2013, Shanghai had come out on top.

India participated in the 2009-10 Pisa rankings for the first and last time, when it was ranked 73rd among 74 participating economies.
