The Delivery Monitoring Unit set up by Prime Minister Manmohan Singh in the Prime Minister’s Office to monitor the government’s flagship programmes, initiatives and projects has sent babus in a tizzy trying to comply with the tough timelines set by T.K.A. Nair, the Prime Minister’s principal secretary who heads this unit. Naturally, most of the action is in ministries handling "flagship" programmes.

Among the ministries which have already posted updates on projects assigned to them are the rural development ministry, home ministry and ministry for development of northeastern region. Babus working on "new initiatives" such as the National Mission on Female Literacy, Rajiv Awas Yojana etc. too are busy finalising status reports which will be uploaded on government websites for the public. This may be a step to induce more transparency and accountability in the governing process, but only if the new-found enthusiasm lasts!

Double trouble

Karnataka Chief minister B.S. Yeddyurappa, embroiled in a feud with a few of his ministers who own mines after he levied a cess on lorries transporting iron ore in the state, has gone and antagonised a section of the state’s babus as well.

The chief minister recently ordered the arrest of N.V. Prasad, the deputy commissioner of Gadag, during a recent tour of flood-affected areas of Karnataka. Mr Prasad earned Mr Yeddyurappa’s ire when the chief minister was informed that revenue officials had erred in conducting loss surveys and in disbursing compensation to the victims.

Unfortunately for the chief minister, he forgot that he cannot order the suspension or arrest of an officer without a preliminary inquiry. On being reminded of this by the superintendent of police of Gadag, he changed his mind and ordered the transfer of the deputy commissioner and three other district babus for dereliction of duty. He may now well find himself not just dealing with his political colleagues but also with an edgy state babudom.

Change of order

The Union home ministry exposed the old faultlines between Punjab and Haryana by deciding to separate the office of the Chandigarh administrator from that of the Punjab governor, but a formal notification to this effect is still awaited. The move is supposed to coincide with the end of Punjab governor S.F. Rodrigues’ tenure later this month. Predictably, Bhupinder Hooda is hoping the decision comes through while his counterpart in Punjab, Parkash Singh Badal, is seeing red.

Restoring the chief commissioner’s post will make the post of Union Territory (UT) adviser practically defunct. According to sources, it is likely that the current UT adviser Pradip Mehra, in the news for his frequent run-ins with Mr Rodrigues, is also being moved out. The buzz is that a 1976-batch Indian Administrative Service officer of the Haryana cadre, Anita Chaudhary, might be elevated to the post of chief administrator of Chandigarh.
