Banks to disburse Rs 9165 crore farm credit to Orissa farmers

The Orissa government on Monday unveiled an ambitious plan to provide agricultural credit of Rs 9165 crore in this fiscal compared to Rs 5300 crore in 2009-10.

In a conscious move to avoid the embarrassment of having the tag of anti-farmers, the government has also decided to continue with 2% interest subvention on the farm credit, according to minister for agriculture and cooperation, Damodar Rout.

In another significant development, the state government insisted the commercial banks, who only disbursed 35% of total farm credit to allocate more funds for farm credit. In th state level bankers meet held here on Monday, the state government prevailed upon bankers to lend 60% of the total farm credit for this fiscal.

Commercial banks lend farmers at 7% interest while Cooperative Banks provide farm loan at 5% with the state government bearing the total cost of 2% interest subvention. Even as the union government has declared to provide 2% interest relaxation tothose farmers who regularly pay their installments, the state government decided to continue with its 2% interest subvention plan being implemented fro the last fiscal.

“We have decided to allow the bonafide farmers to repay their loans at a nominal 3 per cent interest rate. This will further encourage them to take up cultivation in a bigger scale and ensure transparency,” Mr Rout told reporters after the meeting.

In case of cooperative banks, an amount of Rs 3315 crore will be disbursed as farm loan, Rs 209 crore as term loan and Rs 173 crore as loan for allied activities, agriculture secretary, U P Singh told “The ET”.

The commercial banks would lend a total Rs 5438 crore in this fiscal, he added.

Farmers have been alleging inadequate assistance by the state government. It was even reported that some of the farmers who committed suicide were victims of hefty interest rates charged by private money lenders.

The state government also decided to give priority to electrification of irrigation points by not using water in the dams for electricity generation purpose.

Besides, it also declared to provide other supports such as seeds, pesticides and fertilizers to farmers at subsidized rate.
