The Chhattisgarh government does not yet know if the recorded message from Maoists on using their hostage Alex Paul Menon, a young bureaucrat, as a bargaining chip to get eight of their jailed comrades released, is authentic or not.

A Maoist gang abducted Menon, a 32-year-old IAS officer of batch 2006, on Saturday evening at gunpoint from Manjhipara in Sukma, where he is the district collector, killing two guards who resisted the kidnap. On Sunday night, the rebels apparently sent a charter of demands in exchange for the freedom of their high-profile hostage in a recorded message to the media.

In it, rebels claimed responsibility for Menon’s kidnap. The message added they wanted eight of its members in different jails released and a complete freeze on the state’s ongoing Maoist offensive titled Operation Green Hunt as a trade-off for the IAS officer’s safe return. They also gave an April 25 “deadline” for the barter.

As the purported Maoist message hogged headlines, the state swung into action. An all-party meeting, with Opposition parties in confidence, has been convened later this evening to discuss the issue so that any decision does not boomerang. However, it faces two major stumbling blocks.

First, as no specific individual or outfit has been named, the state also doesn’t know whom to initiate talks with. Second, authorities are in a fix over whether the message is genuine.

“We will not mind even if media takes the initiative and act as a mediator,” chief minister Raman Singh stressed.

“The message was received by the media and not any government official. That is why we need to verify its credentials,” said a senior police officer involved in the operation to free Menon.
