BC Khanduri leans on Anna Hazare ahead of Uttarakhand elections by Mohua Chatterjee

Lokpal campaigner Anna Hazare will attend a rally in Uttarakhand organized by chief minister B C Khanduri after the BJP-ruled state became the first to adopt the Jan Lokpal bill advocated by the Gandhian and his group. 

While Hazare's presence is likely to see Congress leaders (like Digvijay Singh) claim to be vindicated in accusing Team Anna of being a BJP catspaw, it could help recently-appointed CM Khanduri's bid to stem the saffron party's declining fortunes in the state. 

Khanduri faces an uphill task after being made CM for a second stint in September, with BJP hoping his clean image and tough administrator reputation will check the Congress's challenge in assembly elections due early next year. 

When Hazare and his team met Khanduri in Delhi on November 4 to congratulate him for the state Cabinet approving the Jan Lokpal Bill, the anti-graft crusader promised to attend a rally to support the proposed law that will also be a show of hands for the CM. "There will be a big rally when Anna visits us and he has promised to be there soon," Khanduri said. 

Khanduri looks for headstart in 2012 polls 

While Anna Hazare's anti-corruption campaign hit rough waters in the Hisar bypoll, his support to BC Khanduri is being seen by the Uttarakhand CM as an early start to the BJP agenda for assembly polls slated early next year. 

At a time when the public mood is strongly against corruption and the Lokpal bill has caught the popular imagination, the CM feels he is surging forward to the detriment of the Congress. Hazare is seen as a middle class icon and Khanduri hopes to pin the Congress down for its "inaction" on corruption. 

The recently passed Jan Lokpal bill might help Khanduri counter the impression that his predecessor Ramesh Pokhriyal Nishank was weak in dealing with graft. "It was an unusually long debate for more than five hours, with Congress raising a number of objections, but they finally voted unanimously in favour of the bill," said Khanduri about the vote in the state assembly. 

While he added that "it will be sad if we have to dilute the bill once the central legislation comes in", the CM is looking to drive home a perceived advantage. "This is a major shift in 2011 because of Anna and I have been supporting the bill at public meetings even when I was not the chief minister earlier in the year. People are demanding, not requesting when it comes to their grievances today," he said.
