Bihar NREGA ‘outsourcing’ gives UP renewed hope

A recent advertisement by the Bihar government to hand over the implementation of MGNREGA to non-government organisations has attracted the state’s attention. About four months ago, the state was asked by the Centre to withdraw a similar move.

The state officials are now studying the tender document made public by the Bihar government for MNREGA and Indira Awas Yojana to counter the objections of the Union Ministry of Rural Development.

The ministry had opposed the UP government’s decision to hand over the mobilisation of MGNREGA workers in 32 districts having a large population of weaker sections. It had asked the state to withdraw the order immediately.

“We have got the copy of the tender document of the Rural Development Department of Bihar published last month,” said a senior government officer. The document invites Expression of Interest from private agencies for implementation, mobilisation, monitoring, social auditing and even data entry of the MGNREGA on pilot basis in 14 districts.

“While we were giving just mobilisation work for the scheme to private agencies, Bihar propose to give the entire implementation and issuing of the job cards to them,” he said.

Sources in the Union Ministry of Rural Development said Bihar’s move was not in their knowledge, but Uttar Pradesh wanted to give incentive to private organisations for ensuring 100 days’ work to workers. The ministry objected because getting 100 days’ work is the right of workers, for which no one private agency can be given an incentive.

According to Bihar’s tender document, the selected private agency, which will be called “project implementation partner,” will be expected to undertake “end-to-end implementation of all concerned activities,” like community mobilisation, issuing of job card, planning labour budget, facilitating payment to beneficiaries and record keeping.

The document also invites tenders for the Indira Awas Yojana but only as “techno-managerial partners”, where interested private players will be expected to provide managerial support to the government. The last date for submitting expressions of interest for Bihar’s pilot project is March 25.
