Centre to notify revised poverty estimates to States soon

The Union government will soon notify the revised poverty estimates on the basis of which States can undertake proper identification of beneficiaries under the public distribution system (PDS). This will include a massive exercise to include eligible beneficiaries and weed out the ineligible ones through use of biometric technology, which will replace the manual system of identification.

Planning Commission Deputy Chairman Montek Singh Ahluwalia said on Tuesday the Commission accepted the Tendulkar Committee projection of the number of poor families at 8.07 crore on the basis of the 2011 population. Union Food and Agriculture Minister Sharad Pawar said the identification of poor families would be on that basis.

Both were speaking at the Conference of State Food Secretaries on Best Practices and Revamp of the Public Distribution System organised by the Union Food and Public Distribution Ministry here. The conference made crucial recommendations for revamping the system and ensuring that grains reached the beneficiaries.

It said the monitoring of distribution of foodgrains by fair price shops would soon be done by social audit conducted by local bodies, community groups and voluntary organisations. At the same time, the Centre and the States would introduce Global Positioning Technology for tracking vehicles carrying PDS foodgrains as well as SMS alerts about availability of stocks and closed-circuit TV monitoring of fair price shops to prevent diversion of subsidised foodgrains.

From October 2, the States should ensure that the quota of foodgrains for a particular month was available with each fair price shop by the end of the previous month for timely distribution to beneficiaries. Delays would attract penalties. The State governments should also ensure doorstep delivery of foodgrains at fair price shops.

The States agreed to adopt innovative methods for distribution of foodgrains based on the best practices demonstrated by some of the States — Chhattisgarh, Maharashtra, Delhi, Madhya Pradesh and Andhra Pradesh.
