Roads in Rajasthan are getting a lot of attention under Road Transport and Highways Minister C P Joshi, the Lok Sabha member from the state’s Bhilwara seat. Over the past year, Rajasthan has got more national highways than any other state, and nearly 50 per cent more than the next biggest beneficiary.

Joshi succeeded Kamal Nath as highways minister in January 2011. That year, 1,545 km of state highways and other roads in Rajasthan were upgraded to national highways. A total 788 km were declared national highways in August, and an inter-ministerial committee (IMC) later upgraded another 757 km.

Once a state highway or other road is declared a national highway, the responsibility of widening and maintaining it passes to the National Highways Authority of India or the ministry of highways. “And the Centre obviously has more funds and can spend a lot more than a state government,” an official said.

Sources said the IMC was set up after the August exercise appeared to particularly favour Rajasthan. “Though there were proposals from other states as well, mainly Rajasthan’s proposals taken up. So 788 km of Rajasthan roads were notified as national highways, as opposed to only 36 km in Gujarat and a token 14 km in Uttar Pradesh,” said an official.

According to the official, the IMC was then set up to review other proposals judiciously and lend credibility to the process of upgradation.

The IMC is chaired by the secretary of the highways ministry, and has members from the finance ministry and the Planning Commission. State governments submitted proposals for a combined 60,000 km to be upgraded to NHs.

“After taking note of about 838 km of new NHs notified in August 2011, the IMC recommended that about 9,665 km length of state roads be declared as NHs... Out of this, so far the government has approved about 5,046 km length of state roads for declaration as new NHs,” Minister of State for Road Transport and Highways Jitin Prasada informed the Lok Sabha recently.

According to Parliament papers, UP benefitted the most from the IMC, with 1,030 km being declared national highways. Rajasthan got 757 km and Gujarat 751 km. In Bihar, 464 km were upgraded, and in Jharkhand, 365 km.

Joshi says his ministry has tried to accommodate the needs of all states. “We never discriminate. NHs are in the interest of the country and not any particular state,” he had told The Indian Express earlier.
