Chief minister Arjun Munda plans to hold cabinet meetings in the districts in a bid to bring about transparency in governance.

“We’ll start holding cabinet meetings in all the districts of Jharkhand, including the remote ones, after the budget session,” the chief minister said, after paying tributes to the martyrs of the 1948 mutiny in Kharsawan, about 55km from Jamshedpur, today.

He added that his government would also ensure that officials actively participate in solving the problems of the people. “Holding cabinet meetings in districts will instil confidence among people and ensure their participation in governance,” the chief minister said.

On which district would be the first to host a cabinet meeting outside Ranchi, Munda said they were still thinking about it as preparations were on now for the budget session. “We’ll select a district for holding the cabinet meeting once the budget session gets over,” he said, adding transparent governance, infrastructure development, women’s empowerment and youth mobilisation were the key areas his government would focus on in the new year.

Speaking about industrialisation, Munda said he expected the new industrial policy to be unveiled in the state in March, as the existing industrial policy had been extended. Discussions and presentation of the new policy was on. He said the main focus of the new industrial policy would be mobilisation of youth power.

Munda said his government stressed on skilled manpower so that more employment opportunities were generated. “Employment of youth is the main issue,” he said.

On MoUs, he said the government was reviewing them and preference would be given to investors who were serious about making progress in the state.

The chief minister also announced that the government was serious about ensuring better roads in the state. “We are building super highways in Chaibasa, Seraikela-Kharsawan, Kandra, Chowka and Ramgarh. The Kandra-Tata road will also be linked to the super highway category,” he added. Munda, however, said a decision was yet to be taken on building super highways under BOT (build, operate and transfer) system.

Munda, who travelled to Kharsawan from Jamshedpur with a huge motorcade, pointed out that maximum effort was being put on water conservation. “We are working on desilting lakes in all districts. Desiltation of lakes is needed so that water can be conserved in a proper manner,” he added.

The government is committed to conserving water by any possible means, he said.

The chief minister did not dwell on funds restrictions on legislators.
