CAG proposes, Rural Development Ministry disposes by K Balchand

The Union Ministry for Rural Development has set up a committee to consider afresh the suggestions made by the Comptroller and Auditor General of India (CAG) to strengthen the process of social auditing of expenditure under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and check corrupt practices.

“Old game”

Civil society leaders charge that the Ministry and the bureaucracy are at their old game of endlessly delaying the process by setting up yet another committee to consider the suggestions of an earlier committee.

The general apprehension is that this is a tactic to water down the CAG's suggestions.

The Mazdoor Kisan Shakti Sangathan (MKSS) alleged that this was yet another attempt by the bureaucracy to undermine the social audit process of MGNREGS. The MKSS accused the Ministry of siding with elected representatives and officials at the local level, bent on stalling the social audit of the money spent.

Ministry officials have been accused of ignoring even the opinion of the top leadership, which backed the CAG's recommendation.

The CAG had recommended elevation of the “model rules” as mandatory “audit rules” and strengthening the accounting procedures calling for independent, trained and responsible social audit facilitators and a social audit directorate independent of the implementing agency and synergy with other audit processes under the CAG's mentoring and supervision.

The CAG has virtually reversed the Ministry's December 2008 “retrograde amendment” which brought social audit under the purview of those who controlled the scheme and prohibited “outside participation” to the extent that even government officials stood debarred from conducting any audit.

Some sarpanchs and gram panchayat secretaries in Rajasthan challenged and obtained a stay against this order.

The Ministry has also ignored the suggestions made by the sub-groups of the Central Employment Guarantee Council, the governing body of MGNREGS.
