CAG reports are objectively prepared: Vinod Rai

Comptroller and auditor general Vinod Rai on Monday defended his audit reports and said they were carried out with objectivity and in a professional manner.

"To ensure that our professional and personal conduct is above reproach, we have adopted a code of ethics comprising the general ethical requirements of integrity, objectivity, professional secrecy and competence," he said addressing an accountants general (AGs) conference in the Capital.

The three-day conference of AGs was opened by President Pranab Mukherjee and was attended by Public Accounts Committee chairman Murli Manohar Joshi and Lok Sabha Speaker Meira Kumar. It will deliberate on "strengthening professional practices" and will be addressed by finance minister P Chidambaram on Tuesday.

In an indirect reference to criticism of its recent reports where the auditor had put a figure to presumptive losses, Rai said the department was conscious that many actions of the government could not be measured solely in terms of money.

"Social objectives in many cases cannot be quantified. Therefore, it has been the endeavour of the department to look beyond the financials and judge the results," he said, adding that CAG's performance audits took a holistic view of the programme.

"Often, we have in our audit reports provided feedback from the users themselves so that a broad view of the programme can be taken both by parliamentarians and the executive," he said.

Mukherjee termed the CAG an important part of the governance and accountability structures of the country as public expenditure had increased manifold and governance had become much more complex during the past six decades.

PAC chairman Joshi said he was sure that the continuous tirade against this supreme audit institution would not in any way deter the officers from discharge of their constitutional duties.

He drew the President's attention saying, "I request you, as the defender of the Constitution, to give wise counsel and get this dangerous attack, not only on the CAG but also the entire constitutional mechanism, designed by our founding fathers to ensure accountability and transparency, stopped."
