A panel that approved NCERT textbooks in 2006 has expressed “dissatisfaction” at a review committee report suggesting 21 controversial cartoons should be deleted.

The national monitoring committee (NMC), co-chaired by academics such as Mrinal Miri and G.P. Deshpande, had approved all new school textbooks in 2006. But a few cartoons in some political science textbooks had drawn criticism from politicians.

The NCERT had then set up a committee under the Indian Council of Social Science Research chairperson, S.K. Thorat, to review the books and suggest “educationally inappropriate” cartoons and content from the textbooks.

The six-member panel submitted its report last month recommending deletion of 21 cartoons from four political science and social science textbooks for conveying a “negative message” or being “politically sensitive”. One panel member dissented.

The NCERT then requested the NCM to discuss the review report and give its views. Most members today expressed “dissatisfaction” over it.

Suhas Palshikar from the University of Pune and Yogendra Yadav, a senior fellow at the Centre for Study of Developing Societies, were the chief advisers for the books. About 15 experts were associated with the preparation of the textbooks.

These books have 173 cartoons. The Thorat committee consulted 13 experts and finalised its report in a month, suggesting many cartoons were ambiguous and not relevant to the text.

An NMC member said experts did not agree with the review panel recommendations. A sub-group has been set up under Zoya Hasan to file a “suitable response” to the report.

Most NMC members felt the textbooks were prepared after detailed consultation with experts across the country and were well appreciated by children. They said the Thorat panel should have held wide-ranging consultations before deciding what was “educationally inappropriate” in these books and not prepared the report in a hurry.

In view of the cartoon controversy, textbook development committees will work with NCERT director Parvin Sinclair and make required changes. The NMC also advised the NCERT to undertake independent reviews of the textbooks more frequently.
