Cash transfers: Govt to set up camps to collect details -Surabhi

With less than a fortnight left to roll out its direct cash transfer scheme, the government is trying to fast-track the process of identification and registration of beneficiaries for the 34 schemes.

Accordingly, it has decided to set up camps in each of the 43 districts where direct cash transfers would be launched for preparing a central database of beneficiaries, enrollment for Aadhaar numbers and opening of bank accounts.

“A camp-based approach is proposed where the beneficiaries would be required to provide information on their Aadhaar, if issued, or enroll for Aadhaar and provide bank/post office account detail, or apply for new accounts,” according to an official missive.

Finance minister P Chidambaram had recently warned that the scheme could be delayed if necessary arrangements, including a digitised list of beneficiaries in each district are not in place.

The government has decided to set up the camps either at educational institutions, panchayat level, at local bank branch or at block level.

According to the circular, officers from the district administration, each of the concerned departments, officials from the department of posts, Controller General of Accounts and the National Informatics Centre as well as an executive from the lead bank of the district would help in collecting data and opening bank or postal accounts at the camps. The camps will be held for three days.

“The details of beneficiaries have to be put in a centralised database as they will be used not only for their identification but also by the government to monitor spending on each of the schemes as well as generate remittance advices,” said an official.

The government plans to roll out direct cash transfers of 34 Central schemes in 43 districts of the country from January 1, 2013. The schemes, spread across eight departments, are largely related to scholarships for students and benefits for maternal and child welfare.

Additionally, the government is looking at cash transfers for cooking gas, kerosene and public distribution system (only in Union Territories) also.
