CBI only spent Rs 5cr on Bofors probe: RTI

Even as the CBI managed to get the case closed against Italian businessman Ottavio Quattrocchi in Bofors payoff scam stating that the agency spent over Rs 250 crore in its efforts to get him extradited, a reply to an RTI application gives a different picture altogether.

In a startling revelation, the RTI application reveals that CBI spent a total of Rs 4,77,29,210 on investigation in the Bofors case. The figure includes all the expenses that were incurred for the visits to foreign countries by the CBI officials to get Quattorcchi extradited, translation and payments to Special Counsels.

The application, filed by lawyer Ajay Agarwal who had also challenged the CBI's plea before the court, gived a detailed break-up of the money spent in the case. The total amount spent by the CBI is nowhere near the figure that was given by the CBI before the trial court while seeking withdrawal of his prosecution.

While the agency spent Rs 1,67,37,624 on "investigational efforts in foreign countries", the payments made to the special counsels and other legal charges totalled for Rs 2,84,34,361. A trial court on March 4, this year, had accepted the CBI plea to shut the Bofors case after 26 years of struggle of the agency to get Quattrocchi. Citing earlier judgments, the court had said as against the alleged kickback of Rs 64 crores, the CBI by the year 2005 had already spent around Rs 250 crores on the investigation which is a sheer wastage of public money.

In the RTI reply, the agency, however, said that it does not maintain any record of expenditure case-wise. "The entire budget of CBI is meant for investigation and prosecution-related work, it is not possible to apportion the expenditure case-wise. However, there are certain specific heads of accounts on which records and amounts are maintained," the reply stated.
