CBI probing Adarsh members for six months

Ashok Chavan may have been forced to quit within weeks of his name being linked to the alleged shady dealings involving the Adarsh Housing Society but the CBI has been probing the members of the group for almost six months now, suspecting some of them to be proxy owners.

The investigation was launched into the source of income of the defence officers and Central employees who own apartments in their name or in the name of their relatives after some defence officials, who had apparently been denied flats, circulated letters and raised a stink about the tower.

The housing society has apparently refused to part with information about the source of income of its members to the CBI despite being reminded three times in the last two months, sources told The Indian Express. The latest request was sent to Adarsh as recently as last Wednesday, they added.

"Except for members who are senior defence personnel, most of the others seem to be proxies for the real owners," said a CBI source. "The society has not provided us with income details of its members. Once we get details, we can initiate action for disproportionate assets at least against the public servants involved."

State Congress spokesman Kanhaiyalal Gidwani, one of the original members, said he was not aware of the details but Adarsh's lawyer had replied to the CBI notice.

State government rules say civilians wanting to be members of a society coming up on government-allotted land should not have a monthly salary of more than Rs 12,500. This is meant to ensure that preferential allotment of flats should benefit those who cannot afford houses .

Investigations by The Indian Express revealed that this rule forced several politicians, bureaucrats and influential people close to them to secure apartments through proxy owners.

For instance, some owners include students in the age group of 18 to 20 years, teachers, housewives and even farmers, many with links to bureaucrats and politicians. Each member has had to pay Rs 40 lakh to Rs 80 lakh for sea-facing flats that command a market rate of Rs 5 to 8 crore.

One such owner is Sushila Saligram, who is listed as a housewife with a monthly income of Rs 10,000. Saligram is the mother of retired IAS official Subhash Lala, who was principal secretary to CM Vilasrao Deshmukh. Lala's daughter Sumeela Sethi, who earns the same salary as an employee of a private firm in Nagpur, also owns an apartment in Adarsh.

The members' list throws up at least five people who claim to be farmers:

*Krishnarao Bhegade, a former Congress MLA from Pune.

*Former two-time Satara MLA Dhondiram Waghmare.

*Anand Bharose, who is serving his second term as a Congress member of the Zilla Parishad in Parbhani district.

*Arun Adat from Sangli.

*Supriya Maske from Pune, who now teaches business administration at a Pune college.

Two teachers from Kolhapur figure in the list: Vishwas Chougale (51) and Raghunath M Bhosale, 49.
