Centre cuts down MGNREGS grants to State by Prakash Kugve

The Centre has decided to cut down the grants to the State under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS).

It has also asked the State government to follow certain instructions with regard to the effective implementation of the scheme. The State will be receiving Rs 1,972.97 crore for 2011-12, as against Rs 2,107.93 crore last year.

The State had asked the chief executive officers of the Zilla Panchayats to revise their action plans following the Centre’s move. The ZPs have already submitted the revised action plans to the government.

The Centre has laid down that the use of machines in the projects under MGNREGS should not exceed the mandatory limit of 40 percent of the total number of projects.

It has also directed that projects undertaken using machines should be avoided.
It has also instructed that funds meant to be distributed among the workers should be spent during the respective months.Utilising the Rs 1,972.97 crore allocated to the State for 2011-12, the State government will provide employment to 21,01,478 families in 30 districts and  create 11.55 crore man days.

The highest allocation, Rs 191.24 crore, has been made to Belgaum district. It will provide employment to 2,03,705 families and create 1.12 crore man days. An allocation of Rs 82.97 crore has been made for Shimoga district with an aim to provide employment to 88,377 families and create 48.61 lakh man days.

Udupi district gets the lowest allocation of Rs 8.16 crore, providing employment to 8,692 families and creating 4.78 lakh man days.

A Hanumanarasaiah, Shimoga ZP Deputy Secretary (administration) and district co-ordinating officer of MGNREGS, told Deccan Herald that only the priority projects from the taluks had been included in the revised action plan sent to the government.

The scheme was progressing well in the State, Hanumanarasaiah said adding that it had always borne 10 per cent of the funds under the scheme. Yet, the Centre had cut down the allocation and the reason was not known, he said.
