Only five women on the list; people from all States not represented

The Rural Development Ministry has prepared its first provisional list of 65 eminent citizens for monitoring the implementation of the Mahatma Gandhi National Rural Employment Guarantee Scheme
(MNREGS)
.

It put the names on the website, seeking public opinion for finalising the list.

The Ministry invited applications for setting up a panel of 100 eminent citizens to assess the implementation in an independent and credible manner across the country in one financial year.

However, the screening committee found that just 65 of them were eligible for the job. The website does not say much about finalising the names of 35 others for the task.

The empanelment of these 65 persons will be finalised in about a month's time, after taking public opinion into account.

The panel of 100, according to a circular, will be valid for a period of two years. During that time, they will be expected to visit 100 selected districts across the country each year in a bid to assess the situation and provide necessary feedback to the government about the shortcomings, along with suggestions, for removing the same in a progressive manner.

The Ministry has, to a great extent, given representation to 12 categories of persons from which it invited applications for consideration.

But, there is only one retired High Court judge as against eight retired senior IAS officers, two retired senior IPS officers, six former vice-chancellors, five retired defence officers above the rank of Major-General, five entrepreneurs from the corporate sector and five big shots of listed companies with a net worth of more than Rs.500 crore, five reputed social activists (three of them being Padma Shri award winners), 11 scientists, five non-governmental organisations, six journalists, two research scholars, two economists, an educationist and a lawyer.

The website does not state as to how many persons had actually applied for the job, but the number apparently was not less than 158, given the application number of one those finding a place on the list.

But the fact remains that only five of them are women and the list doesn't give fair representation to people of all States.

Most of the 65 selected hail from Delhi, Rajasthan, Madhya Pradesh, Haryana, Himachal Pradesh, Uttar Pradesh and Uttarakhand.

The only other States which just about got some representation are Maharashtra (2) and one each from Karnataka, Andhra Pradesh, Orissa and West Bengal.

Each member is expected to spend at least six days in the district earmarked for them to monitor the implementation of the MNREGS and assess the progress through interaction with officials panchayat functionaries, MNREGS workers and other stakeholders.

Each member of the panel will be paid air travel cost (executive class) amounting to Rs.25,000.

Rs.30,000 will be paid as boarding and lodging for six days, at the rate of Rs.5,000 per day, the average cost per visit. The Ministry has earmarked Rs.55 lakh as annual budget estimate for expenditure under this head.
