Centre mulls grain as part of wages

The Centre on Friday said it is examining a proposal to provide foodgrains as part of wage payments to agriculture workers under NREGA. Agriculture minister Sharad Pawar also said that another proposal to provide a certain number of NREGA workers for agricultural operation has “not received” any positive response. He was responding to a demand from Congress leader J.D. Seelam in the Rajya Sabha that the government should pay 50 per cent of the wages to agriculture labourers, working on private land in Andhra Pradesh, from NREGA fund as farmers are not getting labour.

“This will release the burden of the farmers to a great extent. This will also reduce corruption because when a farmer gives 50 per cent, he will ensure that the labourer comes and works,” Mr Seelam said.

Mr Seelam also raised the issue of severe drought in Andhra Pradesh and accused the Centre of providing only `706 crores against `3,006 crores sought by the state.

“When are you releasing the actual amount which is due to Andhra Pradesh government for distribution among farmers,” he asked. Mr Pawar said that the Centre has only accepted the recommendations of the committee which had visited the drought hit districts.

Acknowledging the member’s contention that Andhra Pradesh has given a record production, Mr Pawar said this was a subject that is not dealt by his ministry but “certain specific suggestions have been made”.
 
“Instead of wages in rupees, a suggestion has been made whether we can provide certain foodgrains to the concerned department. They are examining it. A second suggestion has been given to the concerned department whether they can provide a certain number of NREGA workers for agricultural operation. But we have not received any positive response from them,” Mr Pawar said.

Meanwhile, replying to supplementaries during Question Hour in Rajya Sabha, Mr Pawar said the record foodgrain production of 252.56 million tons in 2011-12 would be higher than 235.88 million tons output in 2010-11.
