Centre raps Assam on scholarship by Daulat Rahman

The Assam government has failed to utilise central funds meant for granting scholarships to minority students, prompting Delhi to ask Dispur to either come up with a transparent procedure or drop the scheme altogether.

A long-winding process has apparently delayed the scholarships in Assam, though the Centre has sanctioned funds for the scheme for the past three financial years.

A source told The Telegraph that the adviser to the Prime Minister, T.K.A. Nair, who recently visited the state, expressed concern over the inordinate delay in releasing scholarships to minority students and held detailed discussions with the state government officials about possible lacunae in the process.

“Though minority scholarships worth crores of rupees are sanctioned annually by the Centre, many students are still waiting for their post-matric scholarships since 2008-09. An amount of Rs 39.12 crore remains to be distributed till date under the pre and post-matric scholarship schemes,” the source said.

Assam did not receive the pre-matric scholarship scheme for the year 2008-09, the source said.

But the ministry of minority affairs sanctioned pre-matric scholarships worth Rs 16.83 crore and Rs 8.37 crore in 2009-10 and 2010-11.

Similarly, Rs 8.32 crore and Rs 5.60 crore were sanctioned for the post-matric scholarship schemes in the year 2009-10 and 2010-11 respectively.

“Nair recently reviewed the entire scheme and asked the state government officials to make the process of distribution of scholarships transparent and simple. He was of the opinion that if scholarships were not distributed in time, the very purpose of helping meritorious minority students would be defeated. There are reports that several students have either discontinued their studies or are running from pillar to post for money,” the source said.

While beneficiaries of pre-matric scholarships (from Cla-ss I to X) are selected by the de-puty commissioners with the help of school inspectors, the directorate of secondary education selects the beneficiaries of post-matric scholarsh-ips (Class XI to postgraduate).

Applicants also need to get affidavits in the courts to prove themselves as minorities.

“Bureaucratic red tap and inefficiency of some officials are considered to be main reason of inordinate delay in distribution of scholarships among minority students. Selection of beneficiaries by two departments also creates hassles and confusion sometimes in timely disbursal of scholarships. Some students are reluctant to go to court to get their affidavits done fearing legal hassles,” the source said.

An official of the minority department while admitting to the delay said the government was trying to simplify the process. He said the government was planning to entrust a single department to select beneficiaries and distribute scholarships.

“We will do away with the system of making affidavits in the court. Headmasters of the schools will be entrusted to certify a student from the minority community while applying for scholarships,” the official said.
