Centre raps private firms for quota failure -Subodh Ghildiyal

Amid talk of stimulating growth with sops to industry, the Centre has chided the private sector for performing abysmally on making the workforce inclusive by boosting dalit presence in its ranks.

The industry in 2006 promised voluntary affirmative action to persuade the UPA-1 government to drop plans to enforce reservation in private sector through a legislation.

Reviewing the updated results of affirmative action provided by the industry, Union social justice ministry has shot off letters to Assocham, Ficci and CII, calling the achievements 'minuscule" and "small".

The terse letter from minister Selja says, "I am sure you would agree that these achievements are miniscule compared to the magnitude of the challenge. You would also agree that the progress of affirmative action by your industry chamber needs to be intensified."

In nearly six years of affirmative action policies, CII reported to social ministry this January that 781 of its affiliated companies had adopted the code of conduct, trained 45,000 candidates and provided scholarships to 10,000 students.

Ficci said only 39 companies had adopted its code of conduct while it achieved upgradation/adoption of 110 ITIs and provided training to 11,000 candidates.

Assocham said 783 companies and 172 regional chambers had embraced the code, with training to 10,099 candidates, scholarships to 250 students, coaching to 200 students and entrepreneurship training to 2,600 candidates being provided.

Growing evidence of abysmal delivery on the proposal to boost the presence of SCs and STs in industrial workforce seems to have rattled the ruling Congress whose performance on promise to marginalized sections is coming under greater scrutiny.

There are apprehensions that BSP and activists could pounce on the failure of voluntary action by private sector to accuse Congress of hoodwinking dalits. PM Manmohan Singh accepted the offer of voluntary action just when rising momentum in favour of extending the quota frontier to private sector raised fears among corporates.

The failure to restore "promotion quota" is already being seen as reluctance on Congress's part to pass the constitutional amendment even though it is being blamed on resistance from SP and BJP.

A 'coordination committee' chaired by principal secretary to PM reviews affirmative action and has held six meetings since 2006.

While social justice ministry was unhappy with the industry's performance, its fears were confirmed by a survey by the Indian Institute of Dalit Studies that gave a thumbs down to voluntary action after poring over the results of programmes undertaken by the key chambers. It sought a legally binding law to boost affirmative action.

The survey, submitted to minister Selja, concluded, "The voluntary and self-regulatory nature of the policy has not worked. There is, thus, a need for more government regulations and directives with definite and mandatory provisions."

According to the survey, out of 90,000 direct and indirect member companies of CII, only 794 had signed up. Of 4 lakh member companies/professionals aligned with Assocham, only 100 companies had agreed, with its central office implementing 50 programmes to promote education and skills. Ficci's indirect membership of over 2.50 lakh companies stayed away from affirmative action with "only one initiative in Sonbhadra (UP)".

Also, less than one-third of affirmative action projects were exclusively for SC/STs and the bulk were diffused over a larger section like the poor and underprivileged.
