Two weeks after Neyamat Ansari, a close associate of national employment guarantee scheme (NREGS) governing council member Jean Dreze, was beaten to death in Jharkhand, the Centre added on Thursday a new section to the act to force state governments to take action against irregularities in the programme.

“If the Centre directs the state government for taking steps for effective implementation of the provisions of the act and the states do not respond by prompt remedial measures as well as corresponding action.., then the Centre may order for stoppage of release of funds to the scheme,” the new section, added to the NREGA Act, says.

The Centre also said it will use CBI to investigate criminal allegations related to the scheme and will not release funds to states if they fail to take action within two weeks.

The Centre shall get CBI to investigate any allegation which seems genuine on the face, while non-criminal allegations will be handled by ministry officials. When being probed, the state government must transfer the accused officers out of the areas of operation of the scheme, the new guidelines say.
