Centre-State at loggerheads over MGNREGS implementation

Corruption in implementation of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in UP may be another point of tussle between the state and Central governments, already at loggerheads over various issues.

After getting no exact response from the state government over repeated queries regarding the action taken against officials, responsible for financial irregularities committed in the implementation of the scheme, the Centre has warned of seeking help of the CBI to probe into the corruption cases.

In a letter to the state government, the Centre has asked, if effective action was not ensured against officials accused for swindling funds under the scheme in districts having maximum number of reported cases of corruption, the cases could be handed over to the CBI for further inquiry, sources in the Rural Development department said.

Notably Gonda, Sultanpur, Balrampur, Chitrakoot, Kanpur (Rural) and Mathura are the districts in UP reportedly having maximum number of complaints of financial irregularities under centre's flagship employment scheme.

Last year in March, following scores of complaints, the state government had suspended 42 officials including three IAS and several PCS officers posted in these districts. Besides departmental action was recommended against other 69 officials having role in implementation of scheme and 51 were to be given adverse entries.

Later on several officers facing action in corruption charges were given prime postings in state administration and complaints from these districts kept reaching to office of Central Employment Guarantee Council (CEGC) under Union Rural Development Ministry. The CEGC members, stating that UP government was seemingly not interested in taking action against officials responsible for scams in the scheme, made it an issue before the central government.

Owing to the consistent pressure mounted by CEGC members, the centre in last one year have queried twice about the action taken against officials found guilty for malimplimentation of the scheme in above mentioned districts. After getting no satisfactory reply, now the centre has warned of a thorough inquiry by CBI in case the state government fails ensuring effective action against the officials.

If the centre initiates an inquiry by top investigating agency, many higher officials in state administration were likley to face the wrath, said Rural Development Department sources.
