Centre to check on fund release for MGNREGA

To keep control over its flagship scheme ~ the much-hyped Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) ~ and to defeat its non-Congress regimes in various states, the Centre has given itself powers to check releasing funds due to ineffective implementation.
 
In a six-point instruction to states, the ministry of rural development has said that audit teams and media reports have revealed “anomalies” in the implementation of the MGNREGA.

“If the Central government directs the state government for taking steps for effective implementation of the provisions of the Act and the state government does not respond… then the Centre may in exercise of the powers under Section 27 of the Act, order for stoppage of release of funds,”  explained the ministry.

Under Section 27 of MGNREGA, complaints received from ‘independent sources’ will be enquired into by the Centre and in case there is a prima-facie case for further investigation, a proper statement of charges will be framed and sent to the respective states for enquiry and response within a period of two weeks, it said.

The report from the state would be reviewed by a screening committee in the Centre and the charges investigated by the CBI, where criminal intent is prima facie, or by a team of officers of the ministry.
 
“In the case of investigation of the case by the CBI, the state governments should transfer the accused officers out of the areas of operation of the Mahatma Gandhi MGNREGA. In case the state government does not comply, the release of funds will be stopped,” the release said.

These actions come in the wake of large-scale complaints about diversion of funds released under MGNREGA.
 
Last year the government said that 419 complaints had emerged from Uttar Pradesh followed by 231 from Madhya Pradesh and 180 from Rajasthan. There were also eightcases of major diversion of fund in various states.
 
Several Opposition-ruled states have allegedly devised ways to “steal credit” by floating a series of sub-schemes under NREGA giving their own nomenclature.
 
For instance, in BJP-ruled Madhya Pradesh, Kapil Dhara scheme for SC/ST ponds was launched last year to be essentially run by the MGNREGA funds.

Significantly, there are reports of the Congress-led Rajasthan government running one Harit Rajasthan scheme and Miss Mayawati’s BSP government in UP running Adarsh Talab Yozana, sources said.
