The Centre will award gram panchayats that have excelled in implementing the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) to encourage rural bodies to perform better.

The Centre has asked Jharkhand to pick a specific gram panchayat, which implemented the flagship rural job scheme well, at each of its 24 districts. After the December rural polls, 4,564 gram panchayats with as many mukhiyas are in place, so the selection promises to be a tough call.

Yesterday, state MGNREGS commissioner A.K. Singh wrote to all the deputy commissioners to send him the names of the best-performing panchayats by October 20.

“This is the first-ever initiative of this kind. The central award will boost the spirits of gram panchayats to perform better,” Singh said, referring to the fact that the rural bodies came into existence after panchayat polls last December. “The names will be sent to the Centre’s Panchayati Raj department and the outfits will be feted on February 2, 2012.”

Performance criteria include steps taken by the gram panchayat to create awareness among villagers about rural job scheme, work plans, implementation, onsite management, payment mode — whether by cash or through baks — and if wages were paid on time, among others.

Jharkhand’s MGNREGS record has been marred by apathy and graft — most spectacularly brought to light by the murder of activist Niyamat Ansari on March 2, 2011.

Recently, Union rural development minister Jairam Ramesh had toured Gumla to see how well or badly MGNREGS was being implemented there.
